Problem is, he's doesn't seem to be a tongue in cheek or deliberately creepy depiction of a clown. He looks like he'd be genuinely friendly and just explodes his head as a party trick. Unless there's some pretext of him being a deranged trickster or haunting people I don't see how ghost fits without digging deeper past what is actually present in the design itself.

I wish the localization had been quicker to adopt the Mythical title.
Everyone has the idea that Legendary is the be-all end-all term, when in reality it is only one of many titles for "special" Pokemon. Legendary, Mythical, and Ultra Beast all describe Pokemon that are considered beyond the rest, even in the game's coding.

Except for the fact that all mons commonly called "Legendary" have a set of traits in common that separate them from ordinary mons. "Mythical" is and has always been, a stupid term, as it means is "generally only available by an event, but even then this can change (e.g. Deoxys) or isn't funny applicable (e.g. Manaphy).

That isn't the only meaning to Mythical. It also means "not required for pokedex completion" and "almost always the subject of a movie".
I think the Japanese word for them, Illusory Pokemon, is a lot more appropriate.

The only term that is actually stupid is Legendary itself considering those like Mewtwo and Silvally. It's too narrow a word to describe all these super Pokemon.

No, the problem is that Japan has always had three terms for "legendaries". One for the big ones like Mewtwo and Groudon, one of the event Pokemon like Mew, and one for the smaller ones like the birds and regis. The west has always just grouped them all together. Ultra Beasts, according to the game's code, are part of that last group. ("Sub-Legendaries" seems to be the official translation of it)

They're not required for Pokédex completion BECAUSE you can't get then through normal gameplay (most of the time). Also, what movies do has nothing to do the games whatsoever; your logic is circumstantial headcanon.

Rock/Steel is really good defensively with Tapu Bulu support and UB Adhesive will probably evolve into a Poison/Psychic type since we can never have too many Psychic legendaries.

I think the headless horseman influence is minimal. It seems more likely that it's mainly based on a Nukekubi to match Assembly most likely being based on a Mokumokuren. Ghost or Fairy make about as much sense either way though.
