Also I'd argue that palkia and dialga are pretty rare and mystical considering they are some of the most powerful pokemon ever and rarely show up so not much is know about them.
The way I see it is that the humans themselves from the pokemon world are the responsible for assigning their roles more than the pokemon themselves o even Arceus. Maybe Celebi isn't just the guardian of some shitty forest in Johto but the locals choose to venerate it as one.
