Sure, you may be able to stall long enough to actually have the ability worn off but then you're left with just two moves.
Besides, all it takes is a well placed Whirlwind, a Intimidate or a Taunter to just shut you off.
Honestly, Slow Start would be miles better if didn't reset every time you switched out. If it worked only once it might've actually be something worth working around but what's the point of making such effort if you're gonna lose it all if you as much as switch? And that's not even accounting for all the moves and abilities that bypass subs.
