I made a team for it. The key is Own Tempo + Skill Swap so Outrage's confusion doesn't KO it with low health. If you have Emerald the best candidate for this is Smeargle. The rest of the team is just anything with a sleep inducing move and/or false swipe. Shedinja worked great. Give it protect so you can use it every time Rayquaza uses Fly.
If you're not shiny hunting it's honestly not that hard. Just level up your pokemon. The only time I ever use Repel is for that fucking broken floor. I suck at it.
