It'd be like if gen 8 introduced a magical item called the wobblenorf then made a pokemon based around it... how is that at all a show of lack of creativity? wobblenorfs didn't exist before gen 8, just like pokeballs as a concept didn't exist until gen 1, so the wobblenorf pokemon would be completely unique.
voltorb is based on something they literally had to just invent, that takes a whole secondary level of creativity to come up with. In fact, if anything it's the MOST creative pokemon since it's based on a fictional item, rather than a real one
