You seem to ignore all the logic reasons that eally work againts Frontier in Alola, only because you want it.
The biggest reason still remains ORAS. It was a Hoenn remake, it was the final gen 6 game and it was a game for aa 2 year break period. And it didnt get Frontier, Masuda said why.
With online being the main option for several years now GF knows the game dont need 7 or 9 facilties in it (Tree+Royal+5 or 7 Frontier ones)
As for PWT, tourists would come to see the big tournament AND Alola so that makes a lot of sense. Thats why PWT is even better: you can battle in it (type specialists and poossibly other modes) and just be a tourist and enjoy battles. Some of the Frontier facilites dont have crowd
