The reason it's especially egregious with Kahili, however is due the fact that is SM the other elite 4 for were already established characters that had been introduced long before you got to the Pokemon league.

she didn't do much in the first game she was in. You meet her at the elite 4, the only one of the members you didn't see before.

Hopefully USUM fixes that and gives her a decently sized part.

I don't think so but a lot of people seem to think that. Accerola does mention that she joined the elite four because Nanu replied though. Originally the people Kukui invited to join were the three Kahunas at the time and Kahili since she was the last island champion.

I liked that more than knowing all 4 members beforehand. Makes the world seem bigger and less predictable.

Similar situation to OoT sages -- you meet most early in the game, but the final sage you don't meet until you go to the Spirit Temple.
