I think that it'll sell far less than SM, to a greater degree than "third versions" typically sell compared to their main versions. SM benefitted from Pokemon GO having brought Pokemon back to the mainstream consciousness for the first time in years, giving it ridiculously good sales numbers for being on the market less than a year. That effect has since faded, and USM won't benefit from it, so the "inflated" SM numbers won't carry over. It's also got going against it that it's coming out only a year after SM.
"Third versions" typically sell between a third and a half of their main game (B/W2 being an exception - it sold over half as much as B/W). I'm guessing USM will sell comparatively lower - maybe a quarter as much as SM. So it'll still be a success in the sense that it'll sell millions of copies, but a "flop" in that it'll have disappointing sales for a Pokemon game, and particularly in comparison to SM.
Just a guess. I wouldn't be upset if I turn out to be wrong.
