Because of the open nature of Johto once you make it to Ecruteak. They wanted to make sure you didn't stumble into a route or gym full of trainers way past your level so they assumed you were the lowest level possible at whichever place you decide to go to first.

Game was in development hell, like REAL badly.
It was a fucking mess, till Iwata said GF to go fuck themselves and coded the thing all by himself.

There probably wasn't time for actual gameplay design since they had to sell the thing already.

Stop spreading retarded false rumors, all Iwata did was develop a compression tool so there was space on the cartridge for Kanto. He didn't code anything in the game.

The level curb isn't that bad
There's nothing wrong with the level curb and boss trainers being a higher level than the player.

That's not the actual issue, though (and anyone complaining about that for GSC is dumb because most Pokemon games do that). It's that the non-linear nature of the 5-7 gyms means that no matter what order you do them in, the trainers on one end are going to be absurdly underleveled.

And Kanto in general is ridiculously underlevel until Blue.
