Hydreigon should get a signature move that works as a special dragon dance. It's offensive stats are so mediocre, forcing it to basically rely on choice items. Give it a hidden ability that grants immunity to fairy attacks, and it might even be OU.

zygarde has 100 base attack and koko has 95 special attack. It isn't only the stat that matters. That being said hydreigon doesn't have the tools to make up for it.

Hydreigon was good in gen 5 but never "incredible". It was outclassed by Latios from day 1. It and Haxorus were both on the low end of the usage stats and probably would have dropped out of OU eventually if XY wasn't around the corner.
