Ok, maybe I worded this badly, but I meant the best Pokémon of THAT gen, like Snorlax is the best in Gen II and T-tar is the best in Gen III, even though they aren't from those gens, they were kings of them

They're considered legendary within the game's coding. In the same group as 'lesser' legends like Zapdos and Latios.

Gen 5 was probably Blaziken. Speed Boost Blaziken was so overpowered that it set the precedent for Smogon banning non-legendaries. Before that, they'd only do it in extreme cases like Garchomp and Salamence being banned very, very late in gen 4 after years of testing (and Wobbuffet). Blaziken got nope'd out of OU within months.

Garchomp and Salamence had abnormally thorough tests because they really didn't want to ban them if they didn't have to. Blaziken just got a normal suspect test.
