It seems to actually work in the world of Pokémon because
a.) the people tend to be almost constantly and consistently benevolent, with even the evil teams following strict rules most of the time
b.) the Pokémon themselves act as an equalizer and common ground, making different human conflicts determined not by manpower or amounts of guns, but by individual battles, making war more dangerous to attempt and
c.) we also are children in the game and don't see a lot of negative fallout
Now, in Unova, Kalos, and Alola, we have started to see it be more like capitalist governments, with much larger cities, higher populations, and a lot of businesses, like all those in Castelia and Lumiose, and obviously the Aether Foundation. This implies that they are either not socialist altogether and only have some socialist policies, not socialist and the things that appear socialist (like Pokémon centers) are actually small businesses, or ARE socialist and just have looser regulatory laws (which doesn't make sense irl but hey, it's fiction, who knows?)
This also implies that either those three regions are more democratic than the others OR that the others only appear more socialist because they couldn't show all the particular details on weaker hardware, among other reasons.
