Snorlax, and to a lesser degree your own Raikou. Blissey isn't actually good in Gen 2, that's just a meme. The real hard-to-break core is in fact Skarmory and Raikou, sometimes with Suicune as a third member.

If Machamp, who has higher HP, Attack, Defense and better movepool is considered a shaky counter to Snorlax, what makes you think Heracross is the most appropriate counter?

Note that speed is irrelevant since both would move before Snorlax anyway.

Gen 5 is objectively Weather: The Generation. Any other answer is wrong. Everything revolved around either using weather or countering/checking it. Look at how many fucking Pokemon were OU just due to the fact that they were good in a certain weather or countered one.
