Darkrai is banned in VGC, why not just restrict the move to it without dropping accuracy?

Dark Void has been a problem since forever. I'm sure that even clueless children playing randoms hate it.

Mass sleep would be ok on a support pokemon but Darkrai has fucking 135 special and Nasty Plot.
