Dragon is still weak to ice and dragon. The 4x weakness to ice is negated by delta stream anyway.

If Dragon/flying were only X2 weak to ice and then DS takes away the flying weakness which is Ice, what do you think happens? It has to lose the flying weakness.

That's not how removing the quad weakness works. If you're weak to something it just doesn't go above double. Delta Stream just becomes redundant by making Ray into what is effectively a mono-Dragon with Flying immunities and resistances.
