It's probably their way of limiting use in a different way than the energy system. You can probably use it every few minutes or so and get a new Roto power but you can use it whenever. This way you can do it regularly in the game and stack them up and use them later. The downside is because this is random if you're trying to gather them to hatch eggs you're going to have a hard time because there will be like 20 of them so getting a hatching power will take a while. I guess it doesn't matter much though because using the little Tauros nook has made hatching faster than I've seen in any game, even without things like Flame Body to help out.

They may have already confirmed that it works like this but I haven't been paying attention that well.

The trailer literally states this. "Win items from rotolotto" and then shows them. The decider will be the cooldown on the Lotto. Presumably it'll have a shorter cooldown than O-Powers since you can't choose

The only good thing about o-powers was that you had to unlock and level them up, the actual functions are pretty lousy outside of endgame

Lootboxes that are purely cosmetic are fine, at least in my opinion. I'd rather they didn't exist, but at least I can ignore them without worrying I'll be at a disadvantage.
Meanwhile, fucking Battlefront 2's entire ability system and weapon system being based on lootboxes is the shittiest, most cancerous thing I have seen in gaming recently. Shadow of War, one of the games I was most excited for, adding lootboxes completely killed my hype. It's beyond disappointing, and the fact that the "true ending" is hidden behind either a massive grind wall or extra cash pisses me right off.

As you say, if you can still get them through regular gameplay, such as Overwatch, they're scummy but acceptable. Sadly now games are built around them (BF2 Round 2) or are intentionally designed so you need them to reach the ending (Shadow of War)

Okay, so you spin the roto loto, and it gives you a random O-Power thing. An actual consumable item. Meaning you have no control over what you get. And to unlock the higher levels of a single O-Power, you have to use it so many times.

God why does everything have to be a stupid gimmick. O-powers were fine as is, why bring more RNG into it?

Nobody uses garbage like HP/Stealth/Accuracy powers. The only ones with any use at all are Exp/Hatching, and Exp is given out really late and Hatching was given out postgame.
