Because it's permanent. Then Gen 9 will introduce a Pokemon that permanently changes form and Silvally will be really awkward like all of the other weird, grandfathered things like Nidoran.

Silvally has great coverage, but it doesn't have the power to do real damage with it. It's not worth giving up Eviolite for.

Silvally's ability doesn't offer much that he can properly take advantage of and he loses an item in the process. Alternatively you can use an item but then you effectively lose your ability. Null at least gets both at the cost of a little of his already mediocre speed.

Damn that sucks, but it helps though cause I've been racking my brain on trying to create a moveset for my Null when it becomes Silvally. Least I know I dont have to waste my time.

Because it was designed as a movie tie in Pokemon and when they decided his role in the movie they asked Gamefreak to redesign him to fit better so they gave him a Dragon dildo horn to foreshadow how he was going to completely fuck a Dragon (Kyurem) up in the movie.
