in this phase certain attacks trigger a phase shift
you mainly use field phase to put you in a favorable position, if a phase shift happens. for example if you phase shift with your back to the wall, then your options will be limited. if you phase shift with your opponent to the wall, then you are in advantage position wise
duel neutral depends on chara, lucario for example wants to poke with 2Y and 8Y midrange, 2Y being a longrange poke, which is fast, safe and special cancelable and 8Y being an antiair and a good jump callout, which can be converted into big damage. he can also use 6X and 6[X], which is a shoulder charge and is special cancelable
or use counters sometimes
Blaziken wants to either pressure the opponent with EX Blaze Kicks or 2Y or bait antiairs midrange by using either 8X or EX Blaze Kicks.
EX Blaze Kicks is 0 on block and i13, which makes it as fast as a jab and 8X is +4 on block. both of these moves are midhigh though, so they can be antiaired with generic 8Y or some chara dependent antiair buttons
if the opponent whiffs an antiair because of anticipation, then Blaziken can whiffpunish them for decent damage
Blaziken's Flare Blith, 6AX and variations can pierce counters
