Brock is serious about his job, no nonsense kind of guy.
Misty has a temper but is good-natured.
Lt. Surge is boisterous and loud also I'd like him to turn me inside out.
Erica is spacy and relaxed.
Koga is a dedicated ninja, proud of his skills and ancestry.
Sabrina is generally calm, but also seems to have a flare for the dramatic if her acting career is any indication.

Brock is the Brock you’ve seen in the anime. In the game, you only meet him as a challenger, so you see him as he is professionally. He probably takes his job as the first gym leader seriously enough to give rookie trainers a taste of the more imposing gym leaders later. Sorta the same applies to misty.

Erika is a stoner geisha. Sabrina is the strong silent type. Koga is the generic ninja master.

Brock's personality is that he's the strong, stoic type who gets shit done, but rarely shows emotion. Later games fleshed him out a bit by establishing that he does have a soft side once you get to know him. In HGSS, he mentions rock Pokemon being cute and FRLG says he's rarely seen laughing, but is known to break out into laughing fits on the rare occasion that he does.

Sabrina has always seemed tough to pin down. In RBY she not only had her special snowflake psychic powers, she also seemed very serious about training Pokemon to the point that her sprite has her wielding a whip. And yet, in her dialogue she says she "dislikes fighting". You could say that her psychic powers distanced her from other people and that's why she appears cold, but that's just conjecture.
She seems much the same in GSC, with very similar lines before battle, but she does add a little bit more with the post-battle lines, telling the player of their future and commenting on the nature of love as a potential form of psychic power. In HGSS it seems like she's become more of a 'normal' person, ditching the weird skintight outfit for more 'hip' clothing. Then she shows up as an actress in B2W2, which is a pretty weird case for fanservice, I think, but does expand her character in a fun way.

And then suddenly in almost every other form of Pokemon media she's an evil bitch.

Basically, the badge just gives every Pokemon an invisible 10% boost to the stat when calculating damage. It doesn't affect the numbers you see.

In the 90s, Japan had a thing where stories featuring psychic teenagers were really fucking popular for some reason. Sabrina is pretty much the typical protagonist you'd see in them: One part wanting to be a normal kid but dutiful toward the responsibility their powers gave them, one part "pacifistic" but ends up fighting all the time anyway, and one part mysterious. They very, very rarely get adapted for the west, so most of us in English-speaking countries don't even realize that genre was a thing.

If you've ever seen Mob Psycho, the entire series is also a parody of them.
