I'm saying they don't need to be carries by 150+offense(s), 120/110/110 bulk, have a free choice band, abilities that nullify their weaknesses or any other fancy niche. Of course they would be PU if they had base 10 in every stat, learned only splash, and had Truant.
If you want to know what I mean, look at Gengar vs Alakazam.
Stat wise, Genger is slightly worse than Alakazam. Alakazam even has a far better ability in Magic Guard on top of learning Psyshock. However, Gengar is still considered better. Despite being slower, having less special attack, not having a move like Psyshock, having lower BP moves, and not having an ability as useful as Magic Guard, Gengar still manages to be on top of Alakazam simply because of its typing allowing for more switch-ins and better STABs.
Now look at Marowak and Marowak-A. One is all the way down in PU and the other is in OU comfortably. They have only 1 difference in Abilities, 0 stat changes, and some Movepool changes. They even have the same signature item. The most significant change was its typing and Marowak-A is considered the better by a large margin despite so few changes.
Yes, a 1/1/1/1/1/1 with Splash only Pokemon isn't going to be saved if you give it Steel/Fairy or Ghost/Fighting What will happen if you give those typings to a mediocre or statistically outclassed Pokemon is that they will now be saved or even top tier.
For all the Grass types in OU, they need some type of boost or some way to negate its Grass typings terribleness.
If Tapu Bulu didn't have a free x1.5 to Wood Hammer/Leech Horn, it would be considered the worst Tapu easily. Also, if Tapu Bulu was Steel/Fairy with a Terrain that was like Grassy Terrain for Steel types, along with a Steel Double-Edge/Drain Punch, it would easily be S+ rank in OU if not possibly be banned. Same for all the other Grass types.
