Gamefreak made so you can catch every pokemon within a generation. The only ones who don't count are legends/mythicals etc.

USM is for sure going to have the rest of the pokemon which aren't in SM already

I could see them pulling a bait and switch seeing how the dex entries go. Oddish is the weed pokemon and gloom and vileplume smell bad. They'll just twist it around so that oddish are an invasive species, and while bellosom were popular for a while, bringing them in for the tropical atmosphere ended up fucking something over. I could also see Plumeria using the vileplume line if it gets added.

They didn't realize the Pokemon evolved from terrible smelling weeds when they first imported them. Alola finally managed to literally weed out all of them, but they still put Bellossom on tourist pamphlets.
