This make very little sense. What reason would anyone at game Freak have to even listen to this song. Not to mention that johto was a very japan-centric region meaning that influence from other parts of the world were going to be subtle and scarce.

The cadence is similar but it's just a few notes in the entire symphony.
You can't pick 3 seconds of a song and claim it's a ripoff of a song that has a 3 second period that sounds similar.
If you looked around enough you would probably find thousands of songs with a 4-5 note cadence JUST like that, especially considering how basic it is.
