Aside from the fact winning a League either necessitates replacing him as Main Character of the series OR having him lose to the Champion/E4, having him change his attitude after 20 years of saying "I'll fight with respect for my opponent" just doesn't seem like something they'd do, they want to keep him likeable. Going after bullies/arrogant bastards is alright, but not using powerful legendaries to squish them while doing it (Shit, the two Pseudo-legendaries he cared for, he only trained them to help them become stronger for themselves, he released them before moving on from the region instead of bringing them on and using them to stomp the next set of schmucks in the next region).
