Only character I can think of who's in a wheelchair is Zinnia, and only in the manga, and only after she got impaled and then Hyper Beam'd in the face by Fug.
Besides, aren't there multiple Pokemon with the power to cure anything? Aren't Pokemon world humans massively stronger and more durable than real humans anyway? What's to say that Pokemon world humans can't just regrow a severed spinal cord?
