Pokemon AI has never been very good. Trying to do the multi Battle Tower in gen 4 was a damn nightmare. I still remember having the Curse/Sub/Focus Punch/Yawn Snorlax as my partner. It would open EVERY battle by spamming Curse for the first four turns, before finally putting a sub up if it was still alive. It would only use Yawn if it was about to faint.

My guess is that it was a quick fix for playtesters finding the battle too hard. You can also see this in totems, where they have a bunch of weird moves that feel like they weren't supposed to be there (Totem Wishiwashi being the most notorious example). We know the last leg of SM's development was rushed as hell, so they probably didn't have time to do anything better.

Good AI is definitely a setting in Pokemon games.
You'll notice it with Inverse battle and Sky battle trainers in Gen 6. I've had Inverse battle trainers switch out to Levitate users on turns I was about to use a Ground-type move again.
I think Kukui has the best AI enabled, he switches out to immunities too.

Also some ROMhacks enable this for all gym leaders.

I just played a ROM Hack where the AI would always use a STAB move after a super effective coverage move, because it assumed I would switch out after being surprised. It can't be that fucking hard to make better AI in a turn based rock-paper-scissors game with four moves per combatant.

if they really wanted to make these games hard they would just have the AI read your inputs and hardcounter. They aren't trying to make these games hard. The whole point of AI in games is to make things challenging, but not impossible.

But this game is meant for dumbfuck children. I fucking struggled getting through yellow as a kid even though the AI was retarded in gen 1. Besides, once you figure out the "trick" you can easily play around it so the STAB move thing will only work once or twice against someone paying attention.
