Stall is incredibly easy to play, but very difficult to play against.
Even a competent team is basically going to be playing a 3v6 battle.
An incompetent team (most of the teams below 1500) is playing an effective 1v6 at best and a "you lost at team preview but if you don't forfeit you'll be playing for another 30 turns" at worst.
tl;dr if you've played League of Legends, Stall = Laning phase vs Teemo
It requires very little skill to play but demands a high amount of skill to beat. It's not unbeatable but it is an uphill battle, and the only real way to beat it is to actually be competent and understand exactly how you should be playing against it (because it's not like a 'regular' battle).
You kind of see the same type of people playing Stall, too. People who either want easy wins, or people who are really passive and don't like to handle stressful situations.
