People were prepared for Amoonguss, the best redirector in the meta. Safety Goggles and Grass-types were seeing more use, rendering Rage Powder much less useful.
The solution: Follow Me.
The problem: it has terrible distribution
The upside: Clefairy and Togekiss both get it
The downside: Neither were in the Kalos dex - the ruleset for VGC14.
That left three options: Furret, Lucario and Pachirisu. Furret is terrible, and while Sash Follow Me Lucario saw some use, it didn't have the staying power to do what needed to be done.
Pachirisu did. In addition to having more bulk than Lucario and only one weakness, it had a flying resist in the Bravest Meta Ever, untauntable speed control in Nuzzle, great damage output with no investment in Super Fang, and Volt Absorb in a meta where Zapdos and Rotom were running wild.
It made the perfect Gyarados and Talonflame partner, and it was perfect in that moment. That perfect storm will never exist again.
Also - Park wasn't the first to use Pachirisu, he was just the most notable example of it.
