Because the others didn't have half the effort or screentime put into them to make them as QT or fun.
My personal favourite was the BW protag's mother but she didn't get many appearences, even within the games, outside of the beginning and just after the league

Because Delia did the most.
Dawn's mom showed up once or twice in Dawn's story, yes, but Delia would just turn up in a random day at the beach episode. It gave the impression that she was a more complete person who actually did stuff during the day than the other moms, who basically stopped existing once their daughters left, except that one time they made a token reappearance.
