SMT4's "postgame" is all DLC. Unless you're talking about the paths, which aren't postgame.

Romhacks/fangames take upward 3-5 years or so. Some releasing in beta form over the years to soften the blow.

GameFreak works on other shit on top of the Pokemon game to come out and still works between 2 separate parties or more. It also helps that their work force are either temps or contractors and working on a Pokemon game gets their foot in the door for future jobs.
