Bronzor floats with telekinesis, like many Psychic-types, but does not fly.
All fish in the pokémon franchise are commonly-but-not-always depicted as floating. Milotic is serpentine and as such is NOT depicted floating 90% of the time.
Also the Dratini line is based mainly on imugi.
