Because Trees are Wood-type but Pokémon got rid of the Wood-type so Wood is closer to Rock than Grass because Wood is hard and not Leafy

It's a rock monster mimicking a plant because Grass and Rock have several opposite weaknesses and resistances. So it tricks the opponent into using Fire, Poison, or Flying and not using Grass, Water, or Ground.

This Pokemon's theme is that it is a Rock-type that hates water, so it attempts to blend in with trees so that Water-type Pokemon don't attack it.

Sudowoodo - pseudo + wood (o included to rhyme with pseudo)

Usokkie = uso (lie/false) + ki (tree). May be a pun on usotsuki (liar).
