Well accirding to lore and the Pokedex (disregarding legendaries and mythicals) you can theoretically take over the world with an army of Metagross, Beheeyem, and Alakazam.

You can have Nidokings and Nidoqueens at level 16 with enough Moonstones. And they are very sturdy, flexible, powerful mons. And easy to find in the wild.

Can Gardevoir actually create and control black holes or is that just the typical Pokedex being full of shit? Besides that, Gardevoir's supposed stick by you no matter what - seems like the ideal soldier.

From a quick search, the answer seems to be Azumarill.

It's in the slow growth group, and has no attacks before level 15. Raising an army of those things would be hell.

While Nidoking WOULD be better, you're forgetting the sheer number of moonstones it would take to get an army of Nidoking. Lorewise and in-game they tend to be pretty rare, which makes getting enough of them to make a Nidoking army is very unlikely. You'll be stuck with an army of Nidorino.

Marill evolves at 18, just two levels after Nidoran does, and doesn't require a rare stone to hit its final stage.

Pyukumuku. They're literally so plentiful that they're chucked. If you move them away, they'll move back, so they could work as mines. Spray toxins, heal from you being poisoned, and innards out and counter for attrition.

I like the Azumarill idea, that seems pretty effective.

Eevee might make some sense. The hatch time is a bit long, but you get a lot of versatility. Discounting the stone evos, which are limited by your resources, you can manage Umbreon, Espeon, and Sylveon through attention and affection (figure playing with a huge group would be somewhat effective), and Glaceon and Leafeon just by going to the right place. It'd all take more effort, but I feel like the versatility of the potential army can't be overlooked.

in the anime there was a episode about some glooms evolving just by the dust of sun stone.

throw a bunch of magikarp in the daycare and you'd get more karp then you'd ever wish for, train them a bit and you get gyarados, pretty stong, but not the best, still, you get to zerg rush them with rather strong mons.
