Why don't Pikaclones evolve any more? Are they afraid of making them "too good" that they'll outshine Pikachu?

Pikachu evolves though. My point is why not make others evolve, having the 1st stage as the cute, mascot-y one

I still remember when we thought Emolga would be an evo for Pachirisu and being glad a pikaclone was finally going to be useful again

Because there's no point to it. The pikaclones aren't meant to be useful. Why waste time designing an evolution that would just get in the way of the clone's role of being cute?

Pikachu clones exist for the gimmicks

Pichu for breeding
Plusle and minun for doubles

After Gen 3 they decided to just throw in one off pikachu’s

Because it would make them useful?

It just seems efficient to me to make a cute mascot mon that can also evolve, meaning it can serve the dual purpose of selling merch and being viable ingame

Their abilities boost each other up

Also Gen 4 and 5 has a massive power creep

And keep in mind Gen 3 still has pre-Physical/special split, so most of Plusle and minuns moves were useful at the time
