ill hold onto the hope that it was just something they missed on and will fix on gen 8
kinda like when mega alakazam used to have only +90 to its stats instead of +100 in gen 6, which was fixed in gen 7

They probably couldn't figure out how to make Multi-attack correlate to the Z type, since moves only use their base type, like Hidden Power with Normal.

The strongest non-mega with one of the strongest moves, banned in most cart formats, that can be any type it wants...

I don't think being OP is that much of a concern, considering most Pokemon can fire off Z moves of equal or greater power to a Z-Judgement
