Pokemon is an eastern franchise, and dragons aren't as heavily associated with fire there as they are in the west; breathing fire is just one of many magical powers they have.

I mean, dragons are known for having wings too and there's plenty of Dragon/Flying types. Also, most (if not every) dragons get Flamethrower/Fire Fang/Fire Blast.
