After some training she became able to touch Pikachu too. She also rode on that Stoutland once.

Her fear is a major plot point, as hinted in episode 8.

In the most recent episode, Faba says that Lillie being able to touch Pokemon isn't a good thing, and that if she regains her lost memories, it'll be trouble.

We're going to learn more about it in the upcoming episodes.
