That's exactly how I saw him as. Imagine if they teamed up, they can devour the whole galaxy - Galactus takes the planets, Necrozma takes the stars.

I've compared Necrozma to the Tyranids from 40k. They seem evil in the sense of being ravenous creatures that will devour all biomass/light in their path, but in the end their motives are essentially that of every creature in nature: to survive, adapt, and reproduce(though I doubt Necrozma is capable of the last one)
