I hope not, but it most likely will. That's the only thing preventing me from getting moon. I already got sun, and moon's recon squad is better, in my opinion. Also access to all UBs

There is, on the jap website in carrotwolf's section, it mentions how you can evolve the rockruff between 17:00-17:59, and also 5:00-5:59 if you're playing ultra moon (and that is how they incorporate both dawn and dusk into the twilight form despite calling it dusk in english)
