Ice is still weak to Rock, and by extension Stealth Rock. Ice is still weak to Fighting, and by extension Mach Punch. Ice is still weak to Steel, and by extension Bullet Punch. Ice is still weak to Fire. It still only resists itself, and its niche of killing dragons has been completely usurped by Fairy. Water-types can still use Ice-type moves, allowing them to further cover the dragon-killer niche, in addition to letting them cover their Grass weakness.
Alola Ninetales isn't good because it's Ice-type - it's good because Aurora Veil is a busted move that combines Reflect and Light Screen. The only reason anyone views Ice positively right now is because, for once, GameFreak gave Ice something without also handing it to anything else. Ninetales itself is only salvageable defensively because Fairy gives it actual resistances and an immunity, in exchange for a x4 weakness that 90% of the time isn't going to matter (the remaining 10% is generally going to be Scizor's STAB Technician Bullet Punch).
A good example of this is Kyurem: 660 BST, great bulk, reliable recovery in Roost. It's still considered only barely viable in OU because on top of having no good physical Ice STAB, its Ice typing only hampers it. This can apply to basically every Ice-type you see in competitive - no one knowledgeable of the type chart has ever, earnestly said "oh boy, Ice typing! This can only help!"
Ice is still fundamentally bad.
