I want an hitmontop with quick attack but it learns it at level 19, Tyrogue evolves at level 20. Is it impossible to make it learn it then? Is Gen II really that fucked?

The only way for it to relearn Quick Attack in Gen II is to clear the Elite Four section of the Gym Leader Castle in Stadium 2 with that Hitmontop alongside a team of 5 other Pokémon that originated from a Game Boy game (so no rentals). Hope you're playing on cartridge! :^)
