In some cases, they want powerful pokemon to govern the many facets of our universe, but they don't know when to stop, bringing up the conundrum of a power-creep in legendary pokemon capabilities.
Honestly though; what exactly were Articuno, Zapdos and Moltres' purpose in gen 1? They're just super-powerful pokemon.
Gen 2 gave us Lugia and Ho-Oh to govern arguably the first facets of the ecology of the Pokemon world. Gen 3 followed this trend. Gen 4 did as well, but by this point, the power creep had skipped over other smaller facets in favor of establishing a "God" figure and figures that control space and time.
Is it bad? Power creep is an inevitability in all things, unfortunately, so saying "that's too much" really isn't an argumentative point.
