Is there a reason why it doesn't? I mean 80 BP with 50% chance to raise sp.atk seems solid to me. Though I play doubles and I hardly see any Volcs to begin with and I haven't played in months anyway.

They do, its common on bulkier variants that can afford the lesser base power for more opportunities to set up. Seeing as its a fairly high chance of getting a +1 boost, its worth the risk.

Bulky quiver dance hasn't been a thing since gen 5. In gen 7, where Volcarona is a top threat that every competent team needs to be prepared for, it doesn't have the time to boost twice and needs to hit as hard as possible, as soon as possible.

It is still very much so a thing. I've seen it plenty of times on the high ladder, in itself its a good counter to Magearna. It will have the time to boost many times, that's what Roost is for.
