So does Smogon decide which Pokémon is allowed and which are not in tournaments? Do they really have a jurisdiction over which Pokémon can be used?

Short answer: No.

Long answer: they make their own formats which they pick and ban different Mons. VGC is official. Smogon is not.

Just dropping by to mention that "official" means LITERALLY NOTHING.
Chickens officialy don't have fingers, humans do, but everyone enjoys eating chicken fingers instead of human fingers.

Yes

Those tournaments ARE what OU, NU etc stand for. Masuda has no idea what "smogon" or "rarely used" means.
The only filters applied to "official" tournaments are usually blanket regional dex bans or blanket legendary bans.

Sure it does. It means the Pokemon company actually endorses and supports said competition. If official means nothing then you are saying all bootleg items are the same as the real counterpart.

Also, I am not sure if you are drunk or not, but try to read your 'chicken fingers' analogy one more time. Because it has literally no meaning and is an incoherent mess.

Yes. Afaik it is hosted on showdown, but some other tournaments are also held, like WBE.

Do they follow OU, UU, etc?
Yes. There are OU tournaments, UU tournaments, etc. That is what a tier is. When someone complains that a certain Mon is banned from a tier, ie Buzzwole from UU, now Buzzwole cant be used in UU no more, hence you will not be seeing it in any UU tourneys.
