OP said "people" think Typhlosion is overrated. That means people think Typhlosion is BAD, or at least not as good as other people say it is.
But if people think Typhlosion is BAD, who is saying Typhlosion is GOOD? How can it be "overrated" if supposedly "people" agree that it's not so good? By whom is it "rated" in a way that goes "over" what "people think"?
It's impossible for the majority to agree that the majority opinion is wrong.
If by "people think" OP does not mean "most people think", then literally EVERY pokémon has at least one person in the world who thinks it's overrated and at least one person in the world who thinks it's underrated, making the whole topic pointless.
