immune to water, resists flying, fairy, dragon, and now fire is neutral. scald is now available to most ice types, so is ice punch and ice shard and can be taught to any ice type including the move freeze dry.

The type chart is fine. Buff hail, create stronger attacks/abilities that are exclusive to ice types, and stop making defensive and slow ice mons.
