It was radio static right as the broadcast from Rocket was coming in, not a suicide splash. Regardless, a splash would've actually sounded like water if that were the case, as the games can produce actual water sound effects.

That was a weird rewrite in the English version, which FRLG fixed somewhat. The Japanese version doesn't emphasize "this is the end of Team Rocket FOREVER!" like either English version does.
