>>33907035Here are the rosters. Every gym leader except Brock and Giovanni have an Eeveelution on their team, as a sort of unifying factor. Brock doesn't as there's no Rock Eevee, but he has his Zubat from the anime. Koga and Janine are a double battle, with Janine using Umbreon due to it having Poison Touch.
Jessie and James show up for a series of double battles, with the roster shown here being a battle against them before they accidentally wake up Lugia/Ho-oh (depending on version) at Seafoam Island/Mt. Ember.
Your rival has a set of all three starters from Professor Oak, though he only uses the super effective one against you in his first fight. This lets you get all the starter forms as seen in your Pokédex, even if you ditch your own starter.
Mr. Fuji can be found at the bottom of Cerulean Cave after beating the Elite 4. He came here after Team Rocket's actions in Lavender Town in order to hide Mewtwo from them. He battles alongside the player in a group battle against two Team Rocket admins who tracked him to the cave. After beating them, he battles the player to see if they are strong enough to keep rein of Mewtwo, giving it to the player after beating him.
Mew becomes a wandering Pokémon after startling it in the Pokémon Mansion. If the Player has yet to catch it by the time they help Mr. Fuji, it appears as a fixed battle at the Mansion when visiting it with Mewtwo in your party (otherwise it remains wandering).
