Because GF doesn't want to change old quirks, like how Nidoran are two separate Pokemon, even though gender-dependent evolution AND moveset exist.

I am pretty sure that was an oversight they decided to keep for whatever reasons.

Like how Love Ball is gay and Moon Ball checks for Burn Heal (because Burn Heal's G2 index number is the same as Moon Stone's in G1).

Yeah, they did

Pokemon Bank fixed some oversights, like the goof-up with Basculin's ability, hardlocks Azurill's gender and gives Starly's its Hidden Ability (since in G5 only its evos had one)
