Based off the Pokemon they canonically capture as well as their feats. May/Brendan have to get Mega Fug, Calem/Serena have to capture Xerneas/Yveltal, Hilda/Hilbert have to get Reshiram/Zekrom. These are all Ubers with powerful feats behind them. Nate/Rosa clear the PWT and are tied with Sun/Moon because Nebby, while strong, isn’t a world-wrecking type of legend. Then we have Ethan and Lyra who get 16 badges and defeat Red, but may or may not capture their box legend. Red is second last because he’s stronger than champion-tier, and then we have Dawn/Lucas (who don’t actually stop Dialga/Palkia, and Giratina’s world-wrecking power comes from the Distortion World being left open so it’s not clear what tier it’s in) who aren’t required to capture their legendary.
