Pikachu is the mascot of Pokemon, they choose all three starters because Red is the rapresentation of the player and they didn't want to give it just one of them leaving the others out, for all the others you can get Eevee/Lapras and Snorlax in Red and Blue as well

Also going back on track if they wanted to represent Giovanni with Persian they would've gave one also in the games after and that obviously didn't happen and they chose Honchkrow because it's a better mafiamon anyway
